Aren't these things kind of the same?

Do you remember the Democrats going on and on about George W. Bush's "Mission Accomplished" ceremony? President Bush said that it was not the end of the war but the end of the aggressive activities. He was mocked mercilessly.

President Obama and MSNBC has celebrated the end of the US troops in Iraq. However, there are still over 50,000 troops in Iraq. They just aren't armored troops. Isn't this the same difference? Where's the mockery?
